Overview of the NCC Emergency Response and Recovery Plan
Nassau Community College (NCC) has developed a comprehensive Emergency Response and Recovery Plan (ERRP) which outlines the organization and procedures the College will implement before, during, and after a campus emergency. The NCC Plan identifies an Emergency Coordinator (Chief Martin Roddini; Director of Public Safety), who is responsible for developing, overseeing and implementing the College's emergency response and recovery procedures. The Plan also specifies key College officers who comprise the NCC Emergency Response Team. In addition, the College has identified and equipped strategic command centers, from which the Emergency Response Team (and outside emergency response agencies as necessary), will coordinate and oversee the College's emergency response and recovery procedures during an emergency
Potential Campus Emergencies
Examples of potential campus emergencies may include the following (this list is not all inclusive):
Bomb Threat: an alleged or actual bomb is reported to be on campus.
Civil Disturbance: a large group is disrupting normal campus activities.
Fire: a large-scale fire or smoke condition within or near a campus building(s), nearby wildfires, fire at a local community or industry that endangers campus.
Hazardous Material: a significant amount of hazardous material released from a contained area on or near campus. Major Road Closing/Incident: an unanticipated event (road closing, bridge collapse, etc.) that may disrupt safe passage to and from campus.
Medical Emergency: a pandemic or public health event with mass casualties.
Personal Safety: situations that include the use of weapons, workplace violence, perpetrator(s) at large, active shooter, hostage situation or missing persons.
Suspicious Package: a package/letter containing unknown or hazardous substance is reported on campus.
Utility Failure: a major disruption or damage to utilities including gas, electrical or water.
Severe Weather: refers to hurricane, flooding, sever ice/snow storm, tornado, etc..
How to Report a Campus Related Emergency
The College's Emergency Response and Recovery Plan (ERRP) identifies NCC Public Safety as the first point of contact during any type of campus related emergency. Upon being notified of an emergency, Public Safety will contact the appropriate NCC department(s) or outside agency and coordinate the necessary response.
All campus related emergencies are to be reported immediately to the Department of Public Safety via the Nassau Community College Emergency Phone Number at 2.7111 from a campus building phone, or 516.572.7111 from a cell phone or outside line. This phone line is available 24-hours a day, seven days a week, and operated by the NCC Public Safety department and is dedicated for emergency use only. To contact the Public Safety office for a non-emergency situation, please dial 2.7100 or 516.572.7100.
Campus emergencies can also be reported to NCC Public Safety via the emergency phones (identified by blue poles with a blue light atop of it), installed throughout the NCC campus. These phones dial into the NCC Public Safety office, where you can report any type of campus emergency 24-hours a day, seven days a week.
Emergency Notification Methods
In the event of a campus emergency it is important that you know how to obtain accurate information and instructions. The College will use many different methods to disseminate emergency information and instructions to ensure we can effectively relay alerts to the NCC Community. Please take the time to familiarize yourself with all of the notification methods.
SUNY NY-Alert System
Nassau Community College has joined many other SUNY institutions as a member of the SUNY NY-ALERT system, the New York State All-Hazards Alert and Notification Web-based portal. This system allows state and local governments and educational institutions to share information with defined audiences using cell phone (text and/or voice), telephone, e-mail and fax.
The SUNY NY-ALERT system is available to all members of the NCC Community, completely voluntary, and free of charge. Please note: you must register to receive NY-Alert messages, by answering the survey on Banner self-serve. On this survey, you may also opt-out at any time.To keep you informed during a campus emergency, it is critical that you enter your preferred email address, text messaging and phone numbers. You may also choose to provide contact information for other interested parties such as spouses, parents, or partners. The system will allow each registrant to enter two (2) email addresses, three (3) telephone numbers and one (1) voice fax number.
Your information will always remain confidential and never be shared with any outside parties. NCC will only use your information for emergency purposes. Subscribers may elect to opt out at any point if they change their mind. All entries submitted through this system will require an NCC confirmation. A confirmation email will be sent to the first email address you provide on the online form. Please make sure you respond to this e-mail to complete the registration process. Campus Public Address System
The College is in the process of enhancing its existing public address (PA) system (located on top of the Administrative Tower) to allow College officials to provide verbal emergency notifications and instructions over a campus-wide loudspeaker system. During an emergency, you may receive important instructions via this system. When you hear these messages, please listen carefully and follow the instructions provided.
Building Fire Alarm Systems
Campus building fire alarms will be activated to alert building occupants of a fire, smoke or other emergency situation that requires immediate evacuation by ALL building occupants. When you hear the alarm walk swiftly, do not run, to the nearest emergency exit or stairway exit and proceed to the ground level and exit the building. Do not use elevators during a fire or smoke emergency.
If the alarm rings once or twice (or for a brief period of time) and then stops, you are to still evacuate the building. Assuming that an alarm is false, or that it is a drill, can be a costly mistake. If the alarm is false, campus Public Safety will restore the building as soon as possible.
Once outside the building, proceed to your buildings assembly/meeting location. Assembly locations are predetermined rallying points situated a safe distance away from the building. Assembling at these locations will assist emergency responders in taking an accurate headcount and will ensure you are a safe distance away from the affected building and responding emergency vehicles. Do not return into the building until NCC Public Safety has given permission to do so. Evacuation routes and assembly/meeting locations are posted in each classroom and in all campus buildings. NCC Emergency/Weather Hotline
Nassau Community College has established a phone line dedicated to providing important recorded instructions and updates in the event of a campus emergency. To reach the hotline dial: 2.9929 from a campus phone or 516.572.9929 from off campus or a cell phone.
Please note the NCC Emergency/Weather Hotline WILL NOT be used for class cancellations or campus closings due to inclement weather. For information pertaining to class cancellations or campus closings due to inclement weather, use the NCC Campus Service Center/Switchboard lines at 516.572.7500 (2.7500 from a campus phone) or 516.572.7501 (2.7501 from a campus phone).
All NCC Emails
When appropriate, the College may also utilize the NCC email system to send out emergency protective actions, warnings and post incident information to members of the NCC community who have been issued an NCC email address.
Verbal Instructions
In certain situations, you may receive important verbal instructions from NCC Public Safety or Nassau County Police Department via the use of bullhorns. When you hear these messages, please listen carefully and follow the instructions provided.

The College may use local television and radio stations to broadcast emergency information, instructions or updates in the event of a campus emergency. The stations are as follows:

Medical Emergency
In the event there is a need for immediate medical attention, take the following steps:
Step 1: Dial the NCC Emergency Phone Number at 2.7111. From a cell phone or outside line, dial 516.572.7111.
Step 2: Provide your name, location/building, floor, room number and the nature of injury or emergency situation.
Please stay on the phone and answer all of the questions asked of you to help ensure an efficient response. A trained emergency medical care provider will be dispatched by NCC Public Safety immediately. If required, Public Safety will call outside emergency services and guide emergency responders to the scene or transport the victim to Student Health Services.

NCC Automated External Defibrillator Program
The College has developed an automated external defibrillator (AED) program, overseen by a medical doctor, to ensure NCC can quickly dispatch these important life saving devices to those in need as soon as possible. NCC Public Safety has trained Emergency Medical Technicians (EMT's) on staff who can respond and provide life saving services, while the outside emergency services respond.

In the event of a fire or smoke condition, take the following steps:
Step 1: Immediately sound the nearest fire alarm or manual-pull box.
Step 2: From a safe location, dial the NCC Emergency Phone Number at 2.7111 from a campus building phone. From an outside line or cell phone, dial 516.572.7111. If the building you are in does not have a pull box, or you are not in a building, call the NCC Emergency Phone Number at 2.7111 from a campus building phone. From a campus phone or outside line, dial 516.572.7111.
Step 3: Provide your name, location/building, cluster letter, floor and room number. Please stay on the phone and answer all of the questions asked of you to help ensure an efficient response. Public Safety will notify the outside emergency responders and coordinate their response.

In the event severe weather is forecasted that may jeopardize the health and safety of the College community, NCC will disseminate campus-specific instructions through the appropriate College Emergency Information Communication Methods.
Please note the College will not use the NCC NY Alert system for class cancellations or school closings due to inclement weather. Gas Leak/Water Leak/Power Outage
In the event of a gas leak, water leak or power outage, take the following steps:
Step 1: From a safe location, call the NCC Emergency Phone Number at 2.7111 from a campus building phone or from a cell phone or outside line, call 516.572.7111. For all gas and water problems, please leave the area immediately.
Step 2: Provide a description of the emergency, your name, location/building, cluster letter, floor and room number.
Step 3: Public Safety will then contact the Physical Plant and/or outside agencies to address the situation.

Workplace Violence
Workplace violence includes, but is not limited to, intimidation, threats, physical attack and property damage. If you receive a threat of violence or witness an act or threat of violence, please take the following steps:
Step 1: From a safe location, call the NCC Emergency Phone Number at 2.7111 and provide your name, location/building, floor and room number. From a cell phone or outside line, call 516.572.7111.
Step 2: Provide a location and description of the assailant or suspicious individual.
Step 3: If necessary, seek cover behind a locked door.

Hazardous Material Spill
Major Spill
In the event of a large scale hazardous material spill (beyond the capability of departmental staff that are trained to respond to and clean up spills), take the following steps:
Step 1: Immediately notify your supervisor and area occupants within the department and evacuate if necessary.
Step 2: If it does not jeopardize your safety, and if you have received training from NCC to do so, use spill kit materials to minimize spread.
Step 2: From a safe location call the NCC Emergency Phone Number at 2.7111 or call 516.572.7111 from a cell phone or outside line.
Step 3: Provide your name, department name, location/building, chemical name if known, quantity/volume of chemical spilled, floor and room number.
Step 4: If possible, cordon off area to prevent others from coming into affected area.
Step 5: Public Safety will notify the appropriate NCC department (i.e. - EHS, Physical Plant, etc.) or external emergency response agency as necessary.
Minor Spills
An incidental or minor, hazardous material spill is one that the departmental staff (who have received training from NCC to do so) is capable of handling safely without the assistance from other NCC departments or outside emergency agencies. In the event of an incidental spill, take the following steps:
Step 1: Immediately notify your supervisor and area occupants within the department of condition.
Step 2: Avoid breathing vapors from spill.
Step 3: Put on chemical specific protective equipment, including safety goggles, suitable gloves and long-sleeved lab coat.
Step 4: Confine spill to a small area, if possible. Protect floor drains or other means for environmental release. Spill socks and absorbents may be placed around drains as needed.
Step 5: Use appropriate materials to neutralize and absorb inorganic acids and bases.
Step 6: Collect residue, place in appropriate container, label container with contents and hazard (obtain information from MSDS if necessary) and contact EHS for proper disposal.
Please note it is the responsibility of each chemical and hazardous material using department to ensure an adequate supply of chemical-specific spill materials is readily available. Please contact the NCC EHS office at 2.7781 if you need assistance.

Suspicious Package/Substance
If you are suspicious of a mailing you received on campus and are unable to verify the contents with the addressee or sender, take the following steps:
Step 1: Do not open the article or squeeze, drop, prod or push it.
Step 2: Isolate the mailing, but do not place it in a confined space, such as a desk drawer.
Step 3: From a safe location, call the NCC Emergency Phone Number at 2.7111 and provide your name, location/building, floor and room number. From a cell phone or outside line call 516.572.7111.
If you receive a letter or note threatening biological contamination (i.e. anthrax) or other suspect substances, take the following steps:
Step 1: Relax and remain calm, although any threatened use of a biological agent must be treated as though it is real.
Step 2: Do not open letter or package.
Step 3: Leave letter in area and evacuate immediately.
Step 4: Keep others out of area.
Step 5: From a safe location call the NCC Emergency Phone Number at 2.7111 or 516.572.7111 from a cell phone or outside line. Provide your name, location/building, floor and room number.
Step 6: Remain at the site until Public Safety/Nassau County Police arrive with instructions. Public Safety/Nassau County Police responders can evaluate the risk to those in the room at the time of potential exposure, as well as any impact on the remainder of the building.
If you inadvertently open a suspicious package/letter or it is leaking liquid or unknown substance, take the following steps:
Step 1: Immediately set the item down gently at the location it was opened.
Step 2: From a safe location, call the NCC Emergency Phone Number at 2.7111 and provide your name, location/building, floor and room number. Call 516.572.7111 from a cell phone or outside line.
Step 3: All potentially exposed persons should wash exposed skin surfaces with soap and warm water.
Step 4: Return to an area within the building adjacent to the initial exposure and wait for NCC Public Safety/Nassau County Police (i.e., a hallway outside original room).
Step 5: If possible, make a list of all people who may have had contact with substance for investigating authorities.
DO NOT pass the letter or package to others to look at or handle.
DO NOT disturb any contents in the letter or package. Handling the letter/package may only spread the substance inside and increase the chances of it getting into the air.
DO NOT ignore the threat. It must be treated as real until properly evaluated.
DO NOT leave the building until instructed to do so.
DO NOT allow others into the area. If anyone enters the area, they should stay in the area until instructed to leave by Public Safety or Nassau County Police.
DO NOT attempt to clean up material.
DO NOT touch face, eyes, nose, mouth.
Caution should be exercised if combinations of any of the above indicators are present. It is best to have an expert assess the letter/package if there are concerns. Do not touch, move or open any suspect package and contact the NCC Emergency Phone Number at 2.711 or 516.572.7111 from a cell phone or outside line.

The Environmental Health and Safety office is located at 358 Davis Avenue (2nd Floor). Please contact EHS if you have non-emergency questions or concerns about workplace safety, workers' compensation procedures, chemical/laboratory safety, waste disposal procedures and pick-ups, safety training and material safety data sheets (MSDSs). The Psychological Counseling Center provides psychological assessment, counseling and crisis intervention at no charge for NCC.
Students may schedule an individual appointment by walking into the Psychological Counseling Center, located at Nassau Hall, Room 9, or by calling 516.572.7698. For more information and hours of operation please visit the Psychological Counseling Center website.
Employee Assistance Program (for non-emergency use only, please):
